If you own or manage a multifamily property such as a condominium or apartment, you can lower your bills and reduce your overall energy usage with energy-efficient in-unit and common area equipment. And with PSE's multifamily retrofit incentives, you'll save on the cost of upgrades.

Request a PSE Recommended Energy Professional (REP) to complete your energy efficient home improvement upgrade.

What you get

  • Free energy assessment

    A PSE representative will visit your property to determine your rebate eligibility based on the following criteria: 

    • Building envelope (attics, under-floor crawlspaces, accessible wall cavities and windows)
    • Appliances (refrigerators and clothes washers)
    • Commercial equipment (e.g., HVAC systems and controls, adjustable speed drives, thermostats, , pool heaters, or custom analysis grants)
    • In-unit and common area lighting systems
    • Space- and water-heating equipment

    You will also receive:

    • A customized summary of recommended energy efficiency upgrades
    • Helpful energy-saving tips
    • Request  a Recommended Energy Professional (REP) for suggestions to undertake a variety of energy efficiency improvement projects. PSE will link you with qualified REPs in your area* by completing the form here.  REPto install electric and/or natural gas energy efficiency measures (if applicable)

    Windows and sliding glass doors

    To be eligible for this incentive:

    • Your property must use PSE electricity as the primary source of its space heating.
    • Your existing windows must be single-paned, single-paned with storm windows or double-paned with metal frames.
    • Your new windows must be rated by the National Fenestration Rating Council (NFRC).
    • Insulation upgrades may be required.
    • The maximum bid amount for installed window cost is $33 per square foot.

    Refrigerator decommissioning

    To be eligible for this offer, you must be a PSE customer and your existing refrigerator(s) must be:

    • Between 10 and 30 cubic feet
    • In working (cooling) condition
    • Owned by the property owner

    In-unit ENERGY STAR certified clothes washer

    To be eligible for this incentive:

    • Your new clothes washer must be ENERGY STAR rated.
    • New clothes washer must also be front loading

    Attic, floor and wall insulation

    To be eligible for this incentive:

    • Your property must use PSE electricity as the primary source of its space heating.
    • The R-value of your property's existing insulation must be below eligible levels, which are determined during your energy efficiency audit.

    $0.75 per sq. ft.

    Air sealing

    The values of your incentives are determined by your property's existing conditions and the measures required to properly perform air sealing:

    • Attic sealing—$0.75 per sq. ft.
    • Crawlspace/underfloor sealing—$0.75 per sq. ft.
    • Dense pack wall insulation—$2.00 per sq. ft.
    • Door kit—$100.00 each
    • Recessed light fixture cover—$40.00 each
    • Bathroom fan timer—$50.00 each
    • ENERGY STAR qualified bathroom fan—$200.00 each
    • ENERGY STAR door—$150.00 each

    To be eligible for this incentive, your property must:

    • To be eligible for this incentive, your property must:
    • Use electricity as the primary source of its space heating
    • Have been constructed in 1992 or earlier
    • Have 20 units or less
    • Be no greater than four stories tall, including the basement
    • Conduct air sealing on all accessible surface areas
    • Complete blower door tests before and after installation

    Electric Line Voltage Thermostat

    In-unit thermostats must replace existing bi-metal zonal heat thermostats.

    • Must use PSE electricity for resistant space heating.
    • All bimetal thermostats (except bathrooms) must be upgraded, to qualify.
    • Bathroom thermostats not eligible.

    $35 per Thermostat

    Energy Star certified Smart Thermostat

    In-unit smart thermostats must:

    • Have one-thermostat centralized home heating system using a heat pump, forced air furnace, or boiler.
    • PSE's smart thermostat rebate cannot be combined with PSE's heat pump sizing and lock-out controls rebate.
    • Only one rebate per PSE residential dwelling unit
    • Your rebate application must be submitted within 30 days of equipment installation.
    • PSE requires ENERGY12/31/2019 to be eligible for the rebate.
    • Required documentation: Your PSE account number and an electronic image of your paid installation invoice or purchase receipt with manufacturer/brand and model number.
    • PSE requires ENERGY STAR® certification for all smart thermostat models. To determine eligibility please check your model against the ENERGY STAR Smart Thermostat Certification, or check our list  of qualified smart thermostats.

    $75 per thermostat

    Energy Star heat pump dryer

    Capacity must be 4.0cft with Utility Combined Energy Factor (UCEF) up to 3.99. Specific models are listed with Northwest Energy Efficiency Alliance (NEEA).

    To be eligible, you must be a PSE electric customer. You must choose your new ENERGY STAR certified appliance(s) from our list of qualified heat pump dryers

    Heat pump water heater

    To be eligible for this incentive, your new heat pump water heater must:

    • Use PSE electricity for water heating.
    • NEEA Northern Climate Tier 2 or Tier 3 qualified
    • Please refer to NEEA’s qualified product list

    Common area lighting**

    The values of your incentives are determined based on the fixture type(s), the calculated energy savings of your new equipment and other key factors. Only qualifying lighting products are eligible for an incentive.

    To be eligible, you must be a PSE electric customer.

    All Multifamily Projects require pre-approval by PSE before the work can begin.

    To initiate a multifamily common area lighting project, please submit a completed Lighting Workbook, cut sheets, and W9 for the payee of the incentive to MultifamilyRetrofit@PSE.com.

    • Please note that a customer signature is not required on the Business Lighting Workbook for multifamily projects. Our program staff will review submitted workbooks and contact you regarding the next steps for an incentive application.
    • A Multifamily Retrofit Incentive Application must be signed by both the customer and PSE before work can begin.
    • The workbook will be used as a calculator tool only to help estimate an incentive and energy savings for the project.

    To be eligible for this incentive, your clothes washer(s) must be installed in a shared laundry room of a multifamily building or campus.

    The values of your incentives are based on the type(s) of new equipment installed and the calculated energy savings:

    • Must be a PSE electric customer
    • Lighting—$0.20 per kilowatt-hour (kWh) of projected annual energy savings, with a maximum value of 50 percent of total upgrade cost
    • Mechanical—$0.30 per kilowatt-hour (kWh) of projected annual energy savings, with a maximum value of 70 percent of total upgrade cost

    Custom electric energy-efficiency retrofit upgrades may include:

    • Pool heaters
    • Thermal pool cover
    • DHW systems
    • HVAC systems and occupancy controls
    • Variable speed drives

    • To be eligible for this incentive, your new furnace must be ENERGY STAR® qualified with an annual fuel utilization efficiency (AFUE) of 95 percent or higher.

How to qualify

To be eligible for PSE's multifamily retrofit incentives:

  • You must be a current PSE electric and/or natural gas customer.
  • Your property must be a multifamily dwelling with at least five attached units.
  • Your property must be within PSE's electric and/or natural gas service area(s).
  • You must complete an energy efficiency audit and be pre-approved by PSE prior to receiving any energy efficiency improvement measure(s).
  • You must meet the equipment and/or site requirements above for each respective energy efficiency improvement measure (see the "What you get" section above).
  • For in-unit electric incentives, the rebate is only available on new, qualifying equipment. Furnaces that have been installed as auxiliary heat sources are not eligible for an additional rebate.
