Monitoring-based commissioning

The Monitoring-based commissioning (MBCx) program takes commissioning to the next level by using software to collect, analyze, and report data to optimize building energy performance and efficiency. Recognizing that MBCx is not just about a technology as it is a process, this program is right for customers who are prepared to work with a team to build and use analytics to drive actions. The MBCx Program uses a quarterly reporting schedule to support customer engagement, prioritize opportunities, and keep the energy savings momentum going.

How do you know this program is for you?

  • Building has an Energy Champion and Management buy-in
  • Building has 50,000 square feet or more of conditioned space
  • Building is managed by automated controls
  • Energy use is higher than expected and/or trending upwards
  • Maintenance has been deferred to some extent
  • The building staff is committed to implementing identified opportunities

MBCx implementation incentives

Base Cx Incentive:
After MBCx has been deployed for your building site, the commissioning provider has completed all fine-tuning, and provided all documentation, you will receive the base incentive. This incentive is provided for the successful completion of the onboarding process and is not tied to how well the building has performed at this point in the process.

First-Year Performance Incentive:
If the building maintains efficient operation for one year after completing all required operational improvements and/or energy efficiency upgrades, and the site savings meet the 6 percent savings target, you receive a calculated performance incentive using the rates below.

Second-Year Performance Incentive:
If the building maintains or increases efficient operation for the second year after completing and maintaining required operational improvements and/or energy efficiency upgrades, and the site savings meet or exceed 6 percent savings, you receive an additional performance incentive using the same methodology as the first performance incentive.

  • How to participate

    Onboarding phase:

    Preapproval — Submit a PSE application along with a building checklist for PSE to review prior to an in-person meeting for approval.

    Kickoff — Meet with PSE and your commissioning provider to discuss program commitments, benefits, and targets related to the implementation of this program.

    Implement — The commissioning provider performs an initial review of your building’s systems, creates and implements monitoring-based commissioning program, and initiates reporting on all O&M opportunities.

    Payment — Once the resource management plan has been created, the Cx process begun, and all documentation has been submitted and reviewed the payment is provided and the performance phase begins.

    1st Performance Phase

    Performance period — A minimum of 10 months is used to verified the energy efficient performance of your building.

    Track energy use — The customer deploys tools and training necessary to track energy use and maximize performance.

    Persistence — Through the use of software and the Cx provider’s expertise, regular review and implementation procedures are deployed to maintain and verify optimal building operation.

    Payment — Once the performance period has concluded, PSE will complete an energy analysis and pay the incentive based on realized savings.

    2nd Performance Phase

    Performance period — An additional 10 month period is used to verify the continued energy efficient performance of your building.

    Track energy use — The customer continues the use of tools and training necessary to track energy use and maximize performance.

    Persistence — Through the use of software and the Cx provider’s expertise, regular review and implementation procedures are maintained for verification of optimal building operation.

    Payment — Once the second performance period has concluded, PSE will complete an energy analysis and pay the incentive based on maintained and newly realized savings from the initial performance review.

  • How to qualify providers

    All of PSE's commissioning programs require a minimum level of experience in addition to a high-level understanding of building energy using systems. Successful providers also have strong interpersonal skills, as well as the ability to investigate, implement, and verify energy efficiency opportunities. In addition to these qualifications, there are different tiers of experience required as the complexity increases for each program. The different tiers are outlined below:

    PSE approves individuals rather than companies as Cx providers at each tier. To qualify, individuals need to have done the majority of the commissioning work on a project and therefore have the majority of the necessary skills and experiences. Eligible Cx providers must lead the projects, but other company resources may be used to support the minimum requirements below:

    Experience Requirements

    • Minimum of three (3) years of Cx experience or comparable
    • One (1) or more certification(s) listed below
    • Worked on at least two (2) projects of similar size, scope, and complexity
    • Developed and performed Function Performance (FPT) tests and procedures to ensure persistence of recommendations
    • Conducted inspection of equipment and controls, including sequences
    • Estimated and calculated energy savings for recommendations
    • On-going monitoring and collection of data
    • Identify areas of improvement and review options with Owner/Facility Staff to select energy savings options
    • Set clear goals for energy savings and comfort levels
    • Organized and participated in regular project update meetings
    • Developed and Delivered the following:
      • Commissioning Plan
      • Facility operator training
      • Facility guide/system manual
      • On-going commissioning plans
      • Current facility or owner's project requirements
      • Energy analysis both pre and post-commissioning
