Existing Building Commissioning

The Existing Building Commissioning (EBCx) Program provides you with the expertise and training necessary to maximize the potential within your building through low/no-cost energy efficiency opportunities. Throughout the process you will work with PSE and a pre-approved commissioning provider to analyze your building’s energy consumption and leverage the building operator’s expertise to implement operational and maintenance measures. This process not only maximizes building performance, but also reduces operational costs, improves occupant comfort, and provides training to operators so that performance is maintained long after you have completed the program.

How do you know this program is for you?

  • Building has 50,000 square feet or more of conditioned space.
  • Building is managed by automated controls.
  • Energy use is higher than expected and/or trending upwards.
  • The building has not undergone commissioning in the past.
  • Maintenance has been deferred to some extent.
  • Building staff desires efficiency training.

Is your building in the City of Seattle? PSE’s EBCx program is an alternate pathway for compliance for the Building Tune-Ups Ordinance.

If you qualify for PSE's EBCx program, you will receive the following:

  • An initial assessment of your business site's energy usage and opportunities.
  • A comprehensive on-site review of your facility's systems.
  • Recommendations for low/no-cost operational and maintenance (O&M) improvements and energy efficiency upgrades.
  • 50 hours of training and a facility guide to instruct your (O&M) staff on tracking energy usage and maintaining savings.
  • Financial incentives at key points in the process as follows:

Base Cx Incentive:
After Cx has been completed, and the commissioning provider has completed all required training and provided all documentation, you will receive the Base Cx incentive. This incentive is provided for the successful completion of the Cx process and is not tied to how well the building has performed at this point in the process.

  • How to participate

    Assessment Phase:

    Preapproval — Submit a PSE application along with a building checklist for PSE to review and approve prior to an in-person meeting.

    Kickoff — A meeting which includes your operations staff, management, commissioning provider, and PSE where program commitments, benefits, and targets are discussed.

    Implement — The commissioning provider performs an initial review of your building’s systems to identify and report both potential capital and O&M opportunities.

    Payment — Once the assessment report has been submitted and reviewed the payment is provided and the next phase begins.


    Commissioning Phase:

    Investigate — The commissioning provider completes a detailed review of your building energy using systems to identify optimization opportunities for energy and comfort.

    Implement — All customer approved measures with no more than a two-year payback are implemented and operations staff begin their hands-on training.

    Verify — Testing procedures are created and implemented to verify optimal building operations.

    Payment — The commissioning and training have been completed and all documentation submitted for the next payment.


    Performance Phase

    Performance period — A minimum of a 10 month period is used to verify the continued energy efficient performance of your building. During the performance phase the operation staff will deploy testing procedures to ensure savings over time.

    Track energy use — The customer continues the use of tools and training necessary to track energy use and maximize performance.

    Persistence Checks — Testing procedures defined during the commissioning phase are implemented to verify measures are still deployed for optimal building operation.

    Payment — After meeting your savings target of 6% and providing PSE with completed persistence checks the final payment is provided.

  • How to qualify providers

    All of PSE’s commissioning programs require a minimum level of experience in addition to a high-level understanding of building energy using systems. Successful providers also have strong interpersonal skills, as well as the ability to investigate, implement, and verify energy efficiency opportunities. In addition to these qualifications, there are different tiers of experience required as the complexity increases for each program. The different tiers are outlined below:

    PSE approves individuals rather than companies as Cx providers at each tier. To qualify, individuals need to have done the majority of the commissioning work on a project and therefore have the majority of the necessary skills and experiences. Eligible Cx providers must lead the projects, but other company resources may be used to support the minimum requirements below:

    Experience Requirements

    • Minimum of seven (7) years of Cx experience or comparable
    • One (1) or more certification(s) listed below
    • Worked on at least three (3) projects of similar size, scope, and complexity
    • Used data loggers or EMS trend logs for testing
    • Developed and performed Function Performance (FPT) tests and procedures to ensure persistence of recommendations
    • Conducted inspection of equipment and controls, including sequences
    • Estimated and calculated energy savings for recommendations
    • Can write control sequences of operations
    • Set clear goals for energy savings and comfort levels
    • Developed and Delivered the following:
      • Commissioning Plan
      • Final commissioning report
      • Facility operator training
      • Facility guide/system manual
      • On-going commissioning plans
      • Current facility or owner's project requirements
      • Energy analysis both pre and post-commissioning
