What you get

  • Free eligibility assessment

    A PSE representative will visit your property to determine your rebate eligibility based on the following criteria: 

    • Building envelope (attics, under-floor crawlspaces, accessible wall cavities and windows)
    • Appliances (clothes washers and dryers)
    • Commercial equipment (e.g., HVAC systems and controls, variable speed drives, thermostats, pool heaters, or custom analysis grants)
    • Light fixtures
    • In-unit space and water heating equipment

    You will also receive:

    • A customized summary of recommended energy efficiency upgrades
    • Helpful energy-saving tips for residents
    • PSE will link you with Recommended Energy Professionals (REP) in your area to install electric or natural gas energy efficiency measures (if applicable)
    • Energy efficiency financing resources
  • Free, direct install measures

    Your site may qualify to receive free, energy-efficient upgrades directly installed by a PSE representative (where applicable):

    Equipment/Upgrade Type Incentive

    TLED Replacement

    PSE field staff will replace qualifying fluorescent tubes in common areas with efficient TLED lighting.

    Trained staff will add a thermostatically controlled valve to showerheads that stop wasted water during the warm-up period.

    PSE field team will replace bathtub fixtures with a new thermostatically controlled model that helps save heated water from being wasted.

  • Moderate income incentives

    We offer increased incentives for properties that qualify as a Moderate Income site by meeting at least one of the following criteria:

    • Site is within a Tribal Community
    • Site was built before 1986
    • Site has renters using vouchers or other form of rent assistance
    • Site is classified as "affordable" or "mixed (market/affordable)"

    Here are the increased incentives available for qualifying moderate income properties:

    Equipment/Upgrade Type Incentive

    Windows and sliding glass door

    To be eligible for this incentive:

    • Site uses electricity or natural gas provided by PSE as the primary source of space heat
    • Incentive value is determined by the existing window pane + frame and the proposed window/doors
    • Your new windows must be rated by the National Fenestration Rating Council (NFRC).
    • Insulation upgrades may be required.

    $6 per sq. ft. (upgrade double pane vinyl frame windows to triple pane with U-value of .22 or lower)

    $15 per sq. ft. (upgrade double pane metal frame windows to double pane with U-value of .30 or lower)

    $20 per sq. ft. (upgrade double pane metal frame windows to triple pane with U-value of .22 or lower)

    $25 per sq. ft. (upgrade single pane windows to double pane with U-value of .30 or lower)

    $35 per sq. ft. (upgrade single pane windows to triple pane with U-value of .22 or lower)

    Air sealing

    To be eligible for this incentive:

    • Site uses electricity or natural gas provided by PSE as the primary source of space heat
    • Your property must have been constructed in 1992 or earlier
    • Eligible buildings must be low-rise with 20 units or less
    • The incentive value is determined by your property's existing conditions and the measures required to properly seal air leaks in the attics and crawlspaces. Air sealing projects typically include dense pack wall insulation.

    Calculated, up to 100% of project cost

    Ductless heat pump conversion

    To be eligible for this incentive:

    • You must have PSE electric service
    • Existing primary heating equipment with zonal electric resistance (baseboard, cable, wall heater, or electric hydronic)
    • New ductless heat pump must be AHRI certified as a variable speed mini-split or multi-split system.
    • Must have a minimum ¾ ton heating and HSPF of 9.0.
    • Units with HSPF2 certification only must have 8.6 rating
    • Must be installed in the main living area and comply with Federal, State and local code requirements.

    $2,400 per unit

    Package terminal heat pump

    To be eligible for this incentive:

    • Must have PSE electric service
    • New PTHP heat pump must be AHRI certified
    • Must be installed in the main living area and comply with Federal, State and local code requirements

    $2,400 per unit

    Heat pump conversion

    To be eligible for this incentive:

    • Must have PSE electric service
    • New Heat Pump replaces existing electric Forced Air Furnace
    • Must have a minimum HSPF of 8.5
    • Units with HSPF2 certification only must have 7.5 rating
    • Must be installed in the main living area and comply with Federal, State and local code requirements

    $2,400 per unit

    Smart thermostat with new heat pump

    To be eligible for this incentive:

    • Must have PSE electric service
    • Must install a new qualifying heat pump for primary heating in the main in-unit living area
    • Install must comply with Federal, State and local code requirements

    $300 per unit

    Smart thermostat

    To be eligible for this incentive:

    • Site uses PSE electricity or natural gas for centralized in-unit heating (heat pump, forced air furnace, or boiler)
    • Must be Web-connected and registered with the manufacturer
    • Smart thermostat must be ENERGY STAR certified

    The values of your incentives are determined by your property's existing conditions and the measures required to properly perform air sealing:

    • Attic sealing—$1.00 per sq. ft.
    • Crawlspace/underfloor sealing—$1.00 per sq. ft.
    • Dense pack wall insulation—$3.00 per sq. ft.
    • Door kit—$100.00 each
    • Recessed light fixture cover—$40.00 each
    • Bathroom fan timer or control—$50.00 each
    • ENERGY STAR certified bathroom fan—$200.00 each

    To be eligible for this incentive, your property must:

    • Site uses electricity provided by PSE as the primary source of space heat
    • Your property must have been constructed in 1992 or earlier

    • Your existing windows must be single-paned, single-paned with storm windows or double-paned with metal frames.
    • Your new windows must be rated by the National Fenestration Rating Council (NFRC).
    • Insulation upgrades may be required.

    • Rebate is determined on number of lamps per fixture being upgraded
    • New lamps must be UL or ETL listed; CRI > 80; Warranty > 5 years; power factor > .9

    $30 per lamp

    In-unit kitchen LED replacement

    To be eligible for this incentive:

    • Must replace T8 or T12 lighting in residential kitchen units
    • Replacement of fluorescent two lamp fixture 4ft in length
    • New lamp fixture must be 30watt or less
    • Fixture must be UL or ETL listed; CRI > 80; Warranty > 5 years; power factor > .9

    Custom upgrades

    The value of your custom analysis grant are based on the calculated energy savings for installations that exceed minimum code standards.

    • Must be a PSE electric customer

    Examples of electric custom analysis grants have been:

    • Pool heaters
    • Thermal pool cover
    • HVAC systems and occupancy controls
    • Variable speed motor or pump
    • Heat Recovery ventilation

    $0.45 per kWh, up to 70% of total project cost

    ENERGY STAR qualified ventilation fan

    To be eligible for this incentive:

    • You must use PSE electricity as the primary source of space heating.
    • Your new fan(s) must be ENERGY STAR “most efficient” certified and have a brushless DC motor.
    • You can receive one new fan per residential dwelling unit.

    Integrated Space and Water Heater

    To be eligible for this incentive:

    • Site must use natural gas provided by PSE for water heating
    • Your integrated space and water heating system must be your primary heating source AND provide direct domestic hot water to your home.
    • Qualifying integrated space- and water-heating systems must include either:
      • A single-source ENERGY STAR qualified natural gas tankless water heater with an Energy Factor (EF) rating of 0.91 or higher.
      • A single-source ENERGY STAR qualified natural gas boiler with an AFUE rating of 95 percent or higher.
    • Either a hydronic/radiant system or a combination of forced-air and hydronic/radiant systems may qualify for this rebate.
    • This rebate is only available on new, qualifying equipment

    $800 per unit

    Custom upgrades

    The values of your incentives are based on the type(s) of new equipment installed and the calculated energy savings:

    • Must be a PSE natural gas customer

    Examples of gas custom analysis grants have been:

    • Pool heaters
    • Thermal pool cover
    • Combined Space and water heat system
    • Central HVAC systems

How to qualify

To be eligible for PSE's multifamily retrofit incentives:

  • You must be a current PSE electric and/or natural gas customer.
  • Your property must be a multifamily dwelling with at least five attached units.
  • Your property must be within PSE's electric and/or natural gas service area(s).
  • You must complete an energy efficiency audit and be pre-approved by PSE prior to receiving any energy efficiency improvement measure(s).
  • You must meet the equipment and/or site requirements above for each respective energy efficiency improvement measure (see the "What you get" section above).
  • For in-unit electric incentives, the rebate is only available on new, qualifying equipment. Furnaces that have been installed as auxiliary heat sources are not eligible for an additional rebate. Qualified Product Lists are updated monthly so please check back before making a purchase.
