Post-occupancy commissioning

Program description

The intent of this program is to provide the building owner and/or operator with the opportunity to optimize the building’s systems, leveraging the features built into their design, to reduce energy use. The program facilitates meeting the owner’s energy use and operational goals. It also provides training and resources, so the owner and operator may effectively and efficiently operate and maintain their building.

What you get

By participating in PSE’s Post-Occupancy program, you will receive the following:

  • A comprehensive on-site review of your facility's systems once committed.
  • You building operations will more closely match the needs of the occupant.
  • Recommendations for low/no-cost operational and maintenance (O&M) improvements.
  • Training to identify, track, and maintain energy savings for (O&M) staff.
  • Facility guide documenting how to operate your building efficiently and to maintain realized energy savings.

Building commissioning (Cx) incentives

Implementation Incentive

Once the Cx process has been implemented with all required training and documentation provided, you will receive the implementation incentive. This incentive is provided for the successful completion of the Cx process and is not tied to how well the building has performed at this point in the process.

PSE all (Electric or Electric/Gas)
Electric Natural gas$0.35/sq. ft.

PSE Electric service only (Other Gas)
Electric$0.25/sq. ft.

PSE Gas service only (Other Electric)
Natural gas$0.15/sq. ft.

Maximum: Up to 75% of the cost to commission the target building.

How you qualify

Considering the unique characteristics of all buildings and the benefits of the POCx program, we have identified and listed below the most helpful indicators to identify your building’s eligibility.

How do you know this program is for you?

  • Building has 50,000 square feet or more of conditioned space.
  • Building is new construction (ideal customer is in design phase) and still within the warranty period (just beginning occupancy).
  • Building is or will be managed by automated controls.
  • The complexity of the building’s HVAC is greater than single zone systems.
  • Building staff is committed to implementing identified opportunities.


For you to enjoy the benefits of a successful Cx project it is necessary to commit to the process and PSE requirements prior to beginning work. The factors most associated with a successful project include:

  • Management commitment
  • Understanding of the facility and project requirements
  • Dedicated operations staff time
  • Implementation of identified opportunities*

How you apply

Building tune up program flow

Preapproval — You or your chosen CxP will submit a PSE application for PSE to review and approve prior to commissioning.

Kickoff — All parties including management, operations staff, CxP chosen to perform work, and PSE will meet to discuss the project and answer any question.

Implementation — The CxP will implement the commissioning process, created/update documentation, and propose any corrective actions.

Payment — After the implementation of the cost-effective opportunities, and required documentation is submitted to PSE, the incentive is paid.

Cx Professionals

All of PSE’s commissioning programs require a minimum level of experience in addition to a high-level understanding of building energy using systems. Successful providers also have strong interpersonal skills, as well as the ability to investigate, implement, and verify energy efficiency opportunities.

PSE maintains an updated list of prequalified Cx professionals that are qualified to participate in all of PSE’s commissioning programs for those wishing to find a qualified professional to commission their facility. If you have a person you wish to use that is not preapproved, you can submit the Cx professional application to receive preapproval.
